Extended Services Disadvatage Subsidy Pathfinder

Twenty schools in the Hookergate and Thomas Hepburn Clusters are benefitting from over £380,000 worth of funding, which has come to be known as 'Willy Wonka's magic ticket', as it provides out-of-school activities for children and young people who could not afford to attend otherwise.

Gateshead were successful in their bid to take part in the Disadvantaged Subsidy Pathfinder, which aims to provide economically disadvantaged children and young people with high quality out-of-hours activities with the aim of improving well-being, raising standards of achievement and contributing towards improving attainment gaps. This will also assist schools in the development of the ‘varied menu of activities’ element of the Extended Schools core offer.

The Hookergate and Thomas Hepburn clusters were chosen to participate because of their high levels of deprivation and rurality issues. The Hookergate Cluster consists of one secondary school and seven primaries and the Thomas Hepburn Cluster has one secondary school, nine primaries and two special schools, thus there are twenty schools taking part in this first phase of the pathfinder. These schools will benefit from a total of £380,000 for each of the 2 years the Pathfinder will run. In the second year of the Pathfinder the Joseph Swan Cluster will join the Thomas Hepburn and Hookergate Clusters, then the pathfinder project will be rolled out to the remaining seven clusters in Gateshead and nationally to all local authorities in 2010.

Gateshead chose to follow the ‘flexible’ model for the Pathfinder, as this allowed the LA to decide their own target group based on local indicators, rather than free school meals alone. Gateshead have defined their target group through the number of families being classed as ‘hard pressed’. The classification originates from the ACORN index which is used to identify and understand the UK population and the demand for products and services. ACORN categorises all postcodes, which have been described using over 125 demographic statistics within England, Scotland, Wales and Northern Ireland, and 287 lifestyle variables, making it the most powerful discriminator, giving a clearer understanding of clients and prospects.

Children and young people from the two clusters were invited to a Market Place Event at Thomas Hepburn Community School, which introduced them to an array of various activity providers, for example Stepney Bank Stables, Newcastle United Community Football Foundation and The Soundroom Music Project to name a few. Feedback from the children and young people attending the event was used to inform decisions made by the schools as to what activities to commission.

Within both clusters this funding has been used to extend the variety of free clubs available outside of school hours, weekends and holidays and subsidise the cost of both school visits and residential trips, for example one school has a residential trip planned to Robin Wood during school holidays, whilst another had block booked sessions at a leisure centre on a Saturday to enable parents to take their children for free swimming lessons with transport provided.
